Binali Yıldırım was born on 20 December 1955 in Refahiye, Erzincan Province, to an Alevite-Kurdish family. Binali is an Arabic name meaning son of Ali.

He obtained the name from an Alevi neighbor. His last name, Yıldırım, translates to “lightning bolt” and is often interpreted by pro-government media to represent his tenure as Transport Minister, when infrastructure development accelerated.

Yıldırım attended the Faculty of Naval Architecture and Ocean Engineering at Istanbul Technical University, where he studied Naval Architecture and Marine Engineering before getting his master’s. 

He held several management roles for the Camialtı Shipyard and the Turkish Shipping Industry. The International Maritime Organization’s World Maritime University in Sweden provided him with training in Maritime Safety and Environmental Protection.

During his time at the World Maritime University, he worked with maritime administration professionals in Scandinavia and Europe for six months.

During his tenure as Director of DO, Yıldırım developed close relations with Recep Tayyip Erdoğan, the former mayor of Istanbul from 1994 to 1998. 

In August 2001, as Recep attempted to found a moderate conservative democratic political party, Yıldırım became one of the founding members of the Justice and Development Party (AKP).
